Until owners can be trained and qualified to perform practically all maintenance on the standard category aircraft now able to be flown under LSA rules, little movement will be made on expanding the pilot pool. Current owners are aging out and want to sell to pilots attracted to LSA flying, but maintenance availability is a huge hurdle to overcome. The few young A&Ps graduating from schools are bound for the better paying airline jobs rather than being berated by some old timer for insisting on replacing something on his dusty Cessna 140.

If endorsements are sufficient for operations, they can and should be sufficient for maintenance with some progressively less limited oversight.

Otherwise all that effort is to sell more Discovery Flights
